It asks soldiers throughout the county to form similar associations and report its membership to Col. L.M. Mobley in preparation for a Grand Mass Meeting planned for Oct. 20, 1866 in Hagerstown.

The real design of the party is for former slave owners to receive compensation for freed slaves. This will greatly increase the state's property tax. Business owners will relocate because of higher taxes and those who remain in Maryland must pick up the burden of paying higher taxes. A leading member of Congress from the Eastern Shore stated, in reference to the legislature of Maryland, that if he lived long enough, he expected to be paid for his freed slaves.
