MISTAKEN IN THEIR MAN – We understand that the Rebels in Urbana District, are highly incensed at Mr. Hicks, Register of that district, for not registering everybody that comes before him and are getting up a memorial to Governor Swann for his removal. They may as well save themselves this trouble for Governor Swann has just as much power to revoke the appointment, and substitute some one who will assist him in his political calculations as the petitioners have. Mr. Hicks is an honest man, and in adhering to the course he is at present pursuing, he is but carrying out the law he has sworn to execute. We commend his example to the Registers of some of the other districts, and trust they may be profited thereby. Governor Swan and the rebels of Urbana were somewhat mistaken in their man.
