Bill to grant Negro suffrage in District of Columbia passed by Congress - newspaper feels granting of suffrage to Negroes is way of "punishing" the South - if Negroes are allowed suffrage, then Southern states will be allowed to return to "the family of States" - paper has never supported Negro suffrage
