Ross Winans to be Arrested
Summary
Ross Winans, who is a supposed accessory to sending his "steam gun" to the secessionists in Harper's Ferry, was arrested and will be tried for treason. The gun was captured. His arrest was ordered by Gen. Butler and there is no bail possibility.
