MILITARY PROMOTIONS. – Gov. Hicks has issued commissions, promoting the following officers to the military rank designated, is the First Regiment of the First Regimental Cavalry, under command of Col. William Richardson, viz: --- John B. Thomas to be Lieut. Colonel; Jacob M. Buckey, Major; B. H. Sahley, Adjutant; Dr. J. Boone, Quarter Master; John A. H. Cunningham, Pay Master; Lewis G. Kemp, Sergeant Major. These promotions and appointments are calculated to meet with universal approbation.
