An Outrage
Summary
William Shipley, a rebel prisoner of war, was wounded and cared for in a hospital in Baltimore. He is currently on furlough in Frederick City and enjoying life there. The paper argues that his good treatment is "an outrage" and hard to accept by families who have sons and brothers in Southern prison camps. He should be exchanged for a Union prisoner living under much worse conditions in the South.
