Summary
A servant named Charles belonging to J. M. Palmer, Esq. rescued a young African American boy about 6-8 years old from drowning in Carroll Creek. The child belonged to Wm. Birely, Esq. of Parkersburg, VA and was found lodged under the water-wheel of a tannery belonging to G. K. Birely.
