A Freedmen's Bureau

Summary

Maj. Gen. Wallace reports that some parties intend to attempt to nullify the provision of the new state constitution that emancipates the slaves. As a result, he has issued an order announcing that all slaves in the Middle Department are now free and are under special military protection until the legislature shall pass laws to protect them. A Freedmen’s Bureau is created in Baltimore under the head of Maj. Wm. M Este.
