Inequality of Representation
Summary
Men of all parties are urged to vote against the proposed Constitution because it counts negroes toward a county’s representation in the legislature, but denies them the vote, instead giving it to their former slave masters. As a result, the representation in the former slave-holding counties is inflated at the expense of Baltimore and the western counties.
