Summary
Gen. Garfield of Ohio gave a speech in Hagerstown on May 12, 1866, in which he urged Marylanders to keep political power in the hands of Union men who put down the late rebellion. The Union Party also proposes to only allow loyal men to have political power in the former Confederate states.
