Summary
A number of men from the Downsville region formed a “mutual protection club,” where in the event any of them were drafted, each would contribute a proportionate share of the $300 commutation cost. When Peter Coffman was drafted, all but Hammond Eavey paid their share. Eavey had volunteered for the army, however, and argued that his service fulfilled his obligation to the club.
