The cornerstone of the soldiers' monument at Gettysburg National Cemetery will be laid during a ceremony to be held on July 4 (1865). An oration will be given by Maj. Gen. Owen [sic; Oliver] O. Howard, formerly commander of the Army of the Tennessee.
