Vigilance Committee
Summary
On May 2 (1865), the Union Men of Washington County met in convention and formed a Vigilance Committee consisting of twenty members from each district. On May 6, the committee met in Hagerstown and formed an executive committee, which declared its intention to act within the law, but, in light of the damages inflicted upon loyal citizens and their property from successive Confederate invasions, have determined to prevent “outlawed traitors” from returning to the county.
