The Draft
Summary
The Hagerstown District’s quota under the President’s latest draft call was forty-eight. Fifteen have been raised, leaving a balance of thirty-three. A citizen’s meeting resolved to raise money, and, minus expenses, to divide the remaining funds into thirty-three equal shares for each volunteer. Per Capt. and Provost Marshal Henry Clay Naill, a draft will be instituted in all sub-districts except those where steps are being taken to fill their quotas.
